I'm not sure if "bottom-up leadership" is the right phrase for the
first panel, but I think it won't affect it that much...

Green: The government is a bottom-up leadership.
Green: The leader doesn't need to know much as long as his/her staff
    does.
Green: The problem comes when they decided to apply it recursively to
    all levels of government.
